Chris is the Founding Principal and the Managing Member of Form Partners LLC, a real estate development, investment, and management company in Honolulu, Hawaii, and has over 22 years of commercial real estate development and investment experience.

Chris is responsible for all of Form Partners’ investment, development, and operational activities. Prior to Form Partners, Chris founded U.S. Pacific Development LLC; a Honolulu-based Real Estate Development Company. Under Chris’ leadership, Form Partners and U.S. Pacific Development combined have developed over 400 resort, urban residential, and commercial condominiums in the state of Hawaii, with a total development cost of more than $200 million. Form Partners has also entitled property allowing for an additional $850 million of development costs in the state of Hawaii.

Furthermore, between April 2019 – May 2021, as the Senior Director of Planning and Development at Kamehameha Schools’ (KS) Commercial Real Estate Division (CRED), Chris was responsible for leading and managing all the Planning and Development team’s work within CRED’s portfolio of assets (currently valued at approximately $3.5 billion with a 10-year development pipeline of approximately $900 Million).

Chris is an active member of the Urban Land Institute (ULI), serving as the Hawaii District Chair in 2017 and 2018, and is a member of the Urban Development Mixed-Use (green flight) national product council.

Previously as a member of National Association of Industrial and Office Properties (NAIOP) Chris served as a board member and as the President of the Honolulu chapter in 2007. Chris is also an alumnus of the Pacific Century Fellowship program, class of 2007, and a graduate of the Federal Bureau of Investigation (FBI) Citizens’ Academy, class of 2008.

Chris’ charitable efforts include serving on the board of directors for Hale Kipa (House of Friendliness), where he acts as the co-chair for both the annual giving committee and the facilities committee. Hale Kipa is a fully accredited, non-profit social services agency annually serving over 2,000 of Hawaii’s at-risk youth and their families.

Raised in Honolulu, Hawaii, and Orange County California, Chris graduated from Corona Del Mar H.S. and received his B.A. in Economics from Colorado State University, which he attended on a full athletic scholarship. An avid sportsman, Chris has completed three Iron-man triathlons, several marathons, and the Molokai to Oahu outrigger canoe paddling race. Chris also enjoys beach volleyball and spending time with his wife Simley, and their three children, Jack, Logan, and Ella.

Bill Deuchar

Partner & Director

William R. “Bill” Deuchar is a Partner of U.S. Pacific Development LLC and an adviser to Form Partners LLC. Bill’s responsibilities include advising with overall company strategy, directing construction design, value engineering, and cost review, as well as consulting in all aspects of the company business.

In 1974 Bill began his career as a Field Engineer for Charles Pankow and Associates. In 1989, Bill formed U.S. Pacific Construction, Inc./U.S. Pacific Builders, Inc. which combined grew to be one of the top 5 General Contracting companies in the State of Hawaii. In 2005 Bill sold U.S. Pacific Construction to The Ledcor Group of Companies, the second-largest contractor in Canada. Over his career Bill has built more than $1.5 Billion of commercial and residential real estate as either the general contractor and/or the developer.

Bill has also been the Managing Member/Partner of several high-profile development projects in Hawaii including The Windsor, the conversion of the 44-story Outrigger Hobron Hotel from 612-hotel rooms to 180-condominiums. In addition, Bill was the Senior Project Director of the Hyatt Regency Waikoloa Resort (currently the Hilton Waikoloa) on behalf of the project’s owners (Pritzker Family, Bass/Boeddeker, Kumagai Gumi, Chris Hemmeter). The $360 million, 1,244-room luxury resort project was at the time the largest hotel development project in the world. In addition, Bill was selected and served as the court-appointed third-party Asset Manager for the Turtle Bay Resort and the Turtle Bay Hotel during ongoing litigation between the ownership partners. 

A graduate of Oregon State University, Bill holds a Bachelor of Science degree in Engineering.

Larry Hansen

CFO, Partner, & Director "Emeritus"

Larry J. Hansen is a Partner of U.S. Pacific Development LLC and an advisor to Form Partners LLC. Larry is responsible for the coordination of financial and legal matters, including partnership agreements, financing negotiations, project financial analysis, and project tax considerations.

In 1965, Larry began his career as an accountant with Texaco, Inc. in New York, New York. After Texaco, Larry spent ten years with Boise Cascade Corporation, eight of which were in the real estate division, which lead to his transfer to the Transcontinental Corporation with their acquisition of the remaining Boise Cascade Home and Land Corporation real estate portfolio in 1977.

Between 1977 and 1987 Larry was the Senior Vice President and Chief Financial Officer of Transcontinental while they participated in the acquisition and development of the Botaba Realty Company (Aetna Diversified Properties‘ than remaining real estate inventory, excluding Ponderosa Homes), Harbor Bay Isle (partnership with substantial landholdings in Alameda, California), Lake Las Vegas (Nevada), Lake Arrowhead (California), and the Waikoloa Resort on Hawaii’s Kohala Coast which included the Hyatt Regency Waikoloa ($360 million, 1,244-room luxury resort project which at the time was the largest development project in the world).

Since 1987 Larry has been principal, partner, investor and consultant in the development of over 2,000 residential units and an industrial/office park in the Nevada and Hawaii markets.

Larry graduated Magna Cum Laude from the University of Arizona with a degree in Business Administration.
